
Flooring a Newly Built Oregon House
A new house is not a dry house. The slab, the framing and the air are all still giving up water, and a floor laid into that is being asked to live somewhere that will not exist in six months.
How much of Oregon this applies to
Statewide, 25.8% of homes were built in 2000 or later against a median build year of 1981. The distribution is not even. Bend is 52.0% built since 2000 with a median of 2001, so in Central Oregon a “new house” is close to the default case rather than the exception. The crest changes the rest of the answer too.
The slab test to insist on
Concrete gives up water for months. The test that settles it is ASTM F2170: probes sealed into holes drilled to 40% of the slab depth, left to equilibrate for 24 hours, then read as a relative humidity figure.
- Three tests for the first 1,000 square feet, plus one for each additional 1,000. A single probe in a big slab is a sample, not a result.
- Most manufacturers cap acceptance between 75% and 85% RH. The number that matters is the one in your product’s own warranty, not a rule of thumb.
- Above the cap you have three options: wait, install a moisture mitigation system, or choose a material that does not care.
Ask for the readings on paper. A slab that has not been tested is not known to be dry; it is only untested.
Wood framing is drying too
Slabs get the attention, but a framed floor in a new house is also losing moisture. Wood delivered into a house whose heating is not yet running acclimates to a temperature and humidity the house will never see again. That is the same failure as a rushed remodel, arriving by a different route. Acclimation is a number, not a waiting period.

One thing worth doing before the drywall
If the floor is going down after the trades are finished, ask what the subfloor will be protected with in the meantime. A subfloor rained on through an open roof, or left under construction traffic, is a flatness problem you inherit later. How flat it actually needs to be.
