Reading an Oregon Flooring Quote: The Lines That Matter

Two quotes for the same room can differ by thousands and both be honest. The difference is almost always in what each one assumed about the four lines below.

1. Subfloor preparation

The single most common reason a quote lands above its estimate. Leveling, patching, replacing damaged decking, adding a layer to meet a deflection specification — none of it is visible until the old floor comes up, and all of it is chargeable. Ask what has been assumed and what happens if it is wrong. A quote that says “subfloor preparation, if required, at $X per square foot” is more honest than one that is silent, not less.

2. Removal and disposal of the old floor

Priced by area and by what is coming out. Carpet and pad is easy. Glued-down vinyl over a wood subfloor is slow. Two layers of ceramic over a mortar bed is a day of demolition with a dumpster attached. If the quote does not name what is being removed, it has assumed the easy case.

3. Stairs, per step

Stairs are almost entirely labor and belong on their own line, priced per step, not folded into the square footage. Ask what a landing counts as. This is the most common cost surprise on an Oregon job, and it is completely avoidable at the quoting stage.

4. Moving furniture and appliances

Some installers include it, some charge it, and some will not disconnect a gas range or an icemaker line at all — which becomes your problem on the morning. It is a small line and it is the one that most often turns a good job into an argument.

The Oregon lines to look for specifically

  • A moisture content target. On a wood floor anywhere in this state, and particularly east of the Cascades, the quote should name the number the installer is working to. Its absence is not proof of anything, but its presence tells you a good deal.
  • An expansion gap and how it will be covered. Shoe molding, a reset baseboard, or neither.
  • An uncoupling membrane, on any tile job. Name the product.
  • What happens at the entry. On the wet side of the state this is the detail that decides how the floor looks in five years.

The lines that are not worth arguing about

Underlay grade on a floating floor is usually worth the upgrade rather than the fight, because it is what stops the floor sounding hollow. Transition strips are cheap and the installer’s preference is usually right. A per-visit trip charge on a two-day job is not where the money is.

Comparing two quotes fairly

Put them side by side and write down what each one has assumed for the four lines above. In almost every case where two quotes differ dramatically, the cheaper one has assumed the easy answer to at least two of them. That does not make it dishonest — it makes it a different job, and you are the only person in a position to notice.

One thing to verify, and it takes a minute

Anyone paid to do construction work in Oregon must hold an active license with the Construction Contractors Board, flooring included. There is no specialty exemption here of the kind some states have. The number is public and searchable on the CCB’s own site, and the check also shows the required surety bond and liability insurance. It is a footnote rather than a decision — a license is a floor, not a recommendation — but it takes a minute and it is a matter of public record.
